Submitting a sitemap to the Google Search Console is essential for getting your website appropriately indexed.

Step 1: Go to the Google Search Console
First things, you have to log into your Google Search Console account.
Make sure that you have already verified your site with the Search Console. If you haven’t done this yet, make sure to verify your site first before moving forward with submitting the sitemap.
Step 2: Select the Registered Website
After logging in successfully, look for the applicable website to which you want to submit the sitemap.
To the left, there is the “Sitemaps” tab found under the “Indexing” panel.
Step 3: Find your Sitemap Address
Next, you need to find the URL of your sitemap. Normally, this can be achieved by appending sitemap.xml or sitemap_index.xml to the domain name directly.
If your website is http://www.example.com, the sitemap URL would be http://www.example.com/sitemap.xml.

In the absence of an SEO plugin, however, ensure that there is a sitemap that has been created.
